i think for a first timer you need to listen to both AEnima and Lateralus, but I think AEnima first because it's more poppy and accessible. but really it could work either way.
I think Lateralus is a lot more accessible than Aenima. Its singles charted better.
Tool was bigger by then because of Aenima.
I'm sure Aenema helped grow their fanbase, but mainly they were bigger because Schism was a big song that got a ton of radio play and hit #2 on the rock chart. Sober was on Undertow and outperformed every single released on Aenema anyway. The two most well-known Tool songs by non-fans are those two songs. And look at the way 10,000 Days's singles did. They clearly took a huge leap in popularity with Lateralus:

The real answer is 10K Days is the most accessible but it’s not the best. It’s actually my least favorite Tool album.
Everyone gives too much hate to 10,000 days. It’s been long enough that you guys don’t have to exclaim it sucks anymore.
Never said it sucked, just compared to AEnima or Lateraus.
I more meant people overall tend to say it’s the worst or it’s really bad, wasn’t comin after anyone just stating it because of what was said. Lateralus is definitely #1 to me and then Ænima second. But damn it’s hard to say an album sucks or even just ehh when it has Vicarious, Jambi, The Pot, Right in Two, and Rosetta Stoned all on it. I don’t even know how to rank Tool albums other than the first two spots to be honest. I loved all of Fear Inoculum too which makes the ranking even harder.
My favorite local band to this day (RIP) Ethix did a cover of “Sober” at their last show. This was back in…I think 2004 (I don’t feel like diggin’ through my ticket stubs) and that was the first time I heard the song. That foggy, old memory is still my favorite version.
