Eric Clapton/Roger Waters - Radiohead - Muse/Red Hot Chili Peppers
I don't see them being able to nab Roger and Radiohead, also don't know if RHCP would be a #3. But I would be very happy with a top line of those 3. First two would be incredible, RHCP without John Frusciante are pretty boring but I'd check out part of their set because I haven't seen them.
I could see something like
Roger Waters - Red Hot Chili Peppers - The Weeknd (or some other pop/hip-hop/r&b #3)

Went to Bunbury in Cincinnati this weekend and a few stray observations: Deadmau5 played a similar set to his one at Roo last year, although he mixed it up with other songs still and didn't have the cage with him. He did his set on a new stage set up that was kind of a light rig looking thing. The Killers could easily headline a night at Roo I can't imagine anyone leaving their show (who attended it) disappointed. They put on a really good set. Florence could hands down headline any festival (she closed out Sunday). It was truly amazing and it's an even bigger travesty now that they had her cut her set short just for Billy Joel to mail it in. Also, I didn't check out Ice Cube but from everyone I've talked to thus far it sounds like it's getting pretty negative reviews. I thought Big Grams and HAIM were pretty awesome as well.

Ice Cube was fantastic.
And somewhat unrelated, Mudcrutch was great too. Would be a great band for Bonnaroo.

Yeah, I didn't see Cube so I can only report what others have said but I'm sure just as many people loved him. Mudcrutch was the one act that I didn't see but we were very conflicted about if we should run back over to check out some of their set. Kind of disappointed I didn't see them now that someone confirms they were good.
Train performing Led Zeppelin II is a thing... Not necessarily a headliner but I could actually kinda see this. If people can think Wil Smith can headline then I could see this being 8th (a tragic waste of a spot this high)

My thought exactly. I would have slapped someone who said Train in 2014, but with this year's lineup, I could see them stooping to this

Same. I opted out due to the lineup and am instead putting that money towards like 3 smaller festivals with acts I actually want to see. I am more than excited at the possibility of 2017 though. It's going to be slightly depressing to catch highlights of it on the live stream this weekend and not be there I must admit.
Arcade Fire Tube on Twitter told me that they didn't have any foreseeable tour planned but they were already planning on US festivals. Let's hope Roo is one.

Though Beck is obviously better than the Killers, the Killers aren't not headliners. They are a much bigger draw than Beck in terms of ticket sales

Yeah, but there's really no precedent for Beck headlining a major North American festival (with the exception of Osheaga in 2013) in the recent past. Despite being around for 20+ years, he's pretty much always been a strong sub/pre-headliner. Not saying that he doesn't deserve a headlining spot more than The Strokes or The Killers. Who knows? Maybe this album will give him just enough of a boost in popularity/name recognition to be a consensus top 3 act next year. If he is a #3 next year, I think he will need to be paired with a big #4.
At least in the case of The Killers, they have a huge fan base and several very successful singles (five that went platinum) under their belt. The Strokes only have two albums that were certified gold or higher, not to mention zero singles that have gone gold. I like The Strokes, but I still don't understand how they've made the jump to festival headliners.

I just don't get this. Killers haven't had a new single in YEARS. Beck is constantly putting out new music and has songs that get radio play and has been around for 20+ years.

Eh, even the last Killers album (which was by far their least successful) had at least one single that charted in the Top 100. The last time Beck had a single that charted in the Top 100 was in 2005 ("Girl"). That being said, most of Beck's singles since then have been much better songs than "Runaways".

I dunno, when I look at the Killers tour dates and see a bunch of casino shows filling in between headlining sets at 2nd tier festivals, I have a pretty hard time accepting that they're bigger than Beck.
I'm sure the Killers refuse to play fests unless they get to headline. I'd have to imagine Beck could do the same, but doesn't care.

When Dreams dropped it was #13 on the charts and that was just last year.

I don't think so. He's subbed at Coachella (as well as gov ball) recently and like others have mentioned, there's really no precedent for him being top 3 at a major fest like bonnaroo. I think he'd be billed 4-5th if he plays next year. I could see him as a sub for a smaller headliner though a la Kendrick > Deadmau5 and J. Cole > LCD Soundsystem. I think something like Beck > Gorillaz would be pretty neat.
