After watching some videos from Lolla, and seeing them hold down a big crowd no problem with that ridiculously awesome new light show, I see no reason why they couldn't headline in 2013. If Arcade Fire and Kings of Leon can headline, I think The Black Keys can as well.

To me, that Lolla show was the first time they had really felt like a headliner. I didn't get the same vibe from their Coachella show. I don't know if it's the new stage setup or what. But I can finally buy them as a headliner now.

Oh they would absolutely headline if they came back. I personally wouldn't want them to next year, since it would be a bit of a stale choice (they just pre-HL'd in 2011). However, in 2014, once they have a new album out, I'd be fine with them as the Friday headliner.
Yeah, I wouldn't really want to see it but they will probably have a new record out sometime before Roo 2013. That would make 2 new records since their last appearance. Definitely possible.

Encore: -Ball and Biscuit -Seven Nation Army -Screwdriver

I'd prefer a Blakroc late night set before they headline but that's just me and it'd probably be a bit more difficult to put together. Would definitely be ambitious and probably a hugely buzzed about event so if I worked for Roo I'd make it a priority but it probably won't happen.
