Maybe somebody solved it, and if so hopefully that somebody said Neil young. But if not, maybe instead of looking for an act who did not play Outside Lands, we need to look at someone who wouldn't play Outside Lands, because they're INSIDE in some way. That's a typical crossword puzzle clue approach, by the way. I don't see any of the Big Ears names meaning inside, maybe an album by one of them that has Inside in the title...or maybe I should just go back to bed.

SoundGarden... I'm just gonna put this out there b.c. someone said Ghostland Observator(i think it was a guess for this clue) and observatory is close to garden... if anyone wants to debunk it, feel free... i'll come back with more train of thought once i get sleep(only 2 hours in the past 24hrs, sorry for the confusion if any)

Nothing against Dan Deacon, but can anybody explain why it would be him over any of the other acts at Big Ears who didn't play Outside Lands? And the crossword/Jeopardy hint?
Mark Linkous can actually fit in some way more than just being on one list and not on another. Not at outside lands because he was INSIDE the belly of the mountain, inside lands. (Dreamt for Light Years in the Belly of a Mountain) To do crosswords you make LINKS. And someone had guessed him before djjd tweeted about this being solved.

That sounds good! I don't know anything about him, is he well-known enough for there to be a clue for him?
I'm thrilled to see some more discussion here at any rate, I haven't wanted to put the checkmark up and call this clue solved because Dan Deacon doesn't make much sense to me, but when nobody was talking I was afraid I would have to, lol.
Did Mark Linkous get mentioned before? DJ JD did imply that somebody had the answer before.
