To be honest, I'm not really into either. It's one thing if you're visiting or in college. It's another thing if you live here and the only chance you get to see practically half of the acts that tour is through SXSW or ACL. That's not even getting into C3, and how they practically run concerts around here now...
But that aside, if I had to choose, I'd probably go with ACL. SXSW is a whole lot of hype with mixed pay offs. It's mostly a media event, and it's main purpose is to build buzz. And while there are great shows to be seen, people who go mostly come away talking about the non stop partying for a week.
ACL is more about the music. The aftershows are generally great. The acts are more tried and true. And if you're lucky enough, you might get to catch an ACL taping for free.
So unless you're into the hipster/party scene, I'd stick with ACL over SXSW. And if you come early for ACL, you can check out what the city has to offer whereas, SXSW pretty much dominates everything when it's going on.
