Complete is one thing, but 8 or 9 bands period is another beast altogether. Hell, I think the only complete shows I saw last year were Tom Petty and Radiohead.
Oatmeal, are you on the late-night-drinking tip too? Because I am.
It depends. I think if you really want to see 14+ shows, you will see 14+ shows. I saw 10 complete sets last year without really catching most of the late night (or remembering what I did catch), and I made all the rookie mistakes. This year, I'm trying for 10-15. We'll see.
As for the music, I plan on seeing as much as I can this time (I made plenty of stupid music-missing first-year mistakes, and I learned). I'm just such a junkie for it, I have trouble excluding other acts for one. There are exceptions, but damn...

I'm not real "jam-friendly", so I find the "browsing" aspect very comforting! I usually plan somewhere near 4 or 5 "must see" sets, then I just wander around (blissfully). I stumble across some amazing sh*t....and stay. I try to check-out some of the bands that I know I don't like, in hopes of a revelation, and I just choose 3 or 4 totally random shows, in hopes of discovering someting new. I always leave VERY happy!

I am predicting this year will be 14 complete sets and 5 partial sets. just a guess.

Unless there is a really really killer overlap (like Jack Johnson and Keller in '05), I try to stay for full sets. I would hate to walk away from someone's show only to hear later "They played WHAT?!?" I've had to make some killer committments (Randolph over Oysterhead, Beck over like 4 other bands last year), but I've been pretty happy with my decesions.
All in all, I try to get about 12 or 13 fulls sets, plus check out a few minutes of some other bands if I have any downtime.

im worried im gonna make "the rookie mistake" and wear myself out during the day and not make late night sets, it will just be so hard to not start early

That's what happened to us last year. We were hitting it hard everyday (plus drinking waaaaay to much during the day) and by the time night rolled around, we were all too beat to do anything. Plus our campsite was in BFE, and it took us 30 minutes to get to centeroo. So that didn't help either.

what exactly are some rookie mistakes? or is there a thread about them already? this is my first roo and i'm hopeing to see more then 8 or 9 complete sets, is it really difficult to see 14+? i'm pretty much going just for the music and dont see myself participating in much of the activities and i'll be sober the whole time.

I try to see about 10 full shows and get to 10-15 partials.
Getting to see 25 bands averages out to like $10 per. That's quite the bargain for stuff like Radiohead, Petty, Dead, DMB, Tool, Police...not to mention the type of performances bands put on uniquely for Roo.

Seriously, it is just knowing how to pace yourself in everything. The main things are, don't overdo whatever you do in the day (drinking, drugging, standing for every performer, etc.). You need to not drink/drug too much, becuase by night you will be toast. Same goes with trying to stand for every performer. Do this, and by night time, your legs will be shot. Most of the daytime performers are good for chilling in the grass somewhere, and just taking in the music. By all means see the bands you really want to see, up front and personal. But do not think you have to stand for everything.
Then there are the factors you can not control, which is mainly the sun. SUNSCREAN is a necessity! Bring it in your bag, and apply a few times a day. The first year we went, we got toasted on Friday while watching Jack Johnson, and then Ben Harper. The rest of the weekend I was sunburnt, and a little less pleasant than I would have been. Bring babywipes to clean yourself throughout the day. It will help with being able to apply more sunscrean to cleaner skin, and just honestly make you feel better. Lastly, drink a ton of water! You need to stay hydrated, especially if you are drinking beer as well. My advice would be to only drink a few beers in the day if you are drinking, and then rage at night, when the sun is down, and it is at least cooler.
Head over to the That Tent board, and follow some of the tips in these two threads, and you should be set.

I guess I'm a trooper! I didn't realize how much I saw, wow. It was my third Bonnaroo though, and like I stated in my post above, I pace myself, so I can last all day.

Bring Germ-X too. It's a savior. It made me feel just a little less dirty each day last year, and the better I feel, the more enthusiasm and energy I have.
Let's see, last year I saw:
6 partial 11 complete 3 comedy King Kong in the movie tent ( )
By planning out my days ahead of time (in general. I still left open spaces where I could just wander and enjoy everything) I experienced a lot. It helps if you have some sort of plan ahead of time. But it's also nice to just wander around a lot of the time.
For me, this year is going to be a lot of browsing and wandering. I'm not very intent on seeing many of the artists this year, so it should be really enjoyable not being too stressed about getting up front for shows I want to see. With VIP and very few must sees, it should be a really, really relaxing and fun experience this year.
What I'm doing this year is going through all the artists and listening to at least 10 songs as a sampler and rate them 1-5 as to how much I want to see them
5- must see 4- want to see at least some 3- would like to see but not a big deal 2- will check out if free time 1- don't care
Hopefully this will help me see the acts I want to.
So far the only 5's are White Stripes, Manu Chao, and The Roots 4's are Police, Tool, and Ween
I haven't gone through the whole list yet so there's still a lot more to figure out

We always pour over the schedule when it comes out and work our plan of attack before hand. We've never once stuck to it for the whole weekend but it does help. Been getting to see all or most of 20-25 bands every year...

Oh yeah - you gotta plan ahead. Once the schedule comes out I map out a rough idea of what I must see. Then each morning we sit there with the day's schedule and figure out what we have to do. It sucks seeing partial sets sometimes, but I like the ability to see a large variety of acts. By my count I think we caught at least some of 24 different acts last year, probably about 9-10 full sets (maybe missing 1-2 songs max).

my first year in 04 i was unprepared and in bfe. only saw 8 shows. 05 i saw around 12. last year i found my groove and saw 22 shows where i caught all or most of the show. and a handful of partial sets. but im the type that likes to see the whole show. no hoping around for me. my partial sets were shows i caught when i had a break between must sees. once youve been a couple times you can see a shit load of music if you avoid getting sucked into the camp trap. i even slept in centeroo on friday and saturday night. the only thing that can hold me back from seeing as many shows this year is horrible weather. i dont mind being wet. but if i get cold from being wet im done. that killed the wsp shows for me in 05.

While I may only see 8 or 9 complete shows, I catch 10 or more partials each year. I'm kind of an odd-ball at Roo. I don't really dig any of the "usual suspects". I'm just not a "jam-band" guy. 'm always there for the random "WTF" shows. I do Roo (mostly) for the browsing aspect. The people and the party are the icing on the cake for me.
