My birth state and where I currently live so I am biased but I think Georgia is pretty rad. Savannah is gorgeous. Lots to do in Atlanta despite its fairly noticeable problems. Prosecuting Trump hell yeah. Shaky Knees. Peaches. Widespread Motherfucking Panic. Southern terminus of the AT. Braves. We even have Kirk Cousins right now. Aiming high here.

Athens is sick too, some great schools, great for rap (OutKast most notably), huge pride parade, Dragon Con, MLB NFL MLS teams, decent food, every major tour comes through here.
Not really sure what’s missing from what you want in a state.
Also not sure how much of a pro or con it is but Georgia, mainly Atlanta, is Hollywood 2.0. Most movies and shows are filmed here now. I often drive past the studios where they film all the Marvel stuff on my way home from work. Stranger Things is filmed like 20 minutes from where my apartment is.
The growing film industry here along with tech has a lot of liberal people moving here helping push the state blue. It's the only firm swing state in the south (NC questionable) and could continue to go further blue.
Neutral Milk Hotel is from Ruston, LA. I don’t know what’s in Ruston besides Louisiana Tech. I think the main cat lived in Athens for a while.
GA gets a pass also for Allman Brothers and Perpetual Groove, among many other bands. It’s the south and not Florida so I’m going with 11 which equates to State #27.5. I prefer the rest of the east coast above South Carolina, the west coast (including Hawaii and Alaska) and Colorado maybe some of the Great Lakes states as well. But it’s fine.

I had a good time living in Atlanta, but outside of the already mentioned cities it's pretty much nightmare hillbilly country and not particularly scenic. It's best case #4 in the south. I would rank it behind North Carolina, Tennessee, and Florida. Haven't been to Louisiana, not sure about Kentucky.

there are some really beautiful parts of GA and I’m not sure I agree with the hillbilly country comment either. Some really charming cities all around.
