Riot Fest has consistently booked metal bands ever since they moved outdoors. This is going to be Slayer's third time playing the festival. Without double checking who played last year, I think all of the bands in flashii's list are in play.
I agree with the second part of that (though I think some, like the more hardcore Armed or Gel, are far more likely), but the metal tends to be little more than lip service - last time when Slayer played, the only other metal bands on their day, let alone the lineup, were Anthrax, Testament, and GWAR.
The festival is rooted in punk, and the lineups reflect that. With that said, the festival has consistently booked metal, alternative, indie, and hip hop to fill out the lineup each year. To be clear, I wouldn't expect all of the bands flashii named to end up on the lineup, just that any of them are possible.

Riot Fest always seem like they just go for best available headliners over any sort of genre allegiance. Turnstile was the only punk band in the top 7 last year, but it worked.

Rob Zombie and Alice Cooper seem like a lock with that joint tour.
They're interesting for the lineup though because I can't see them NOT headlining unless maybe just maybe it's a sub for Slayer.
If not then that means we have a good idea that Slayer and Rob Zombie are 2/3 headliners already.
I'm guessing Paramore as our other headliner considering they've only played once, weren't a headliner then, have new material, have gotten much bigger for the general public, and will be back from Europe around the time of Riot.
Thinking our top 2 for each day looks something like:
Paramore * Weezer Slayer * Judas Priest Rob Zombie * Alice Cooper
Maybe not punk enough but last year there wasn't a single headliner I'd call punk and only Turnstile as a top 2 on their day.
If Rob Zombie and Alice Cooper are on the same day as Slayer though, I can really see Killers doing Hot Fuss with the National as their sub.

Since they celebrated their 15th in 2019, I’m lowkey expecting a “20 years, 20 albums” thing this year
If Sum 41 wasn't breaking up I'd love for them to play Chuck in it's entirety since that's gonna be 20 years old this year.
Color me SHOCKED that RF didn't book Sigur Rós with Wordless Music Orchestra! But I guess that gives people another option if Saturday ends up not being their cup of tea
