I think counting Justin Vernon’s pre BI shows as solo work is a stretch. Like, literally every musician probably has some “solo” shows they played when they were younger.
Also, I saw Justin Vernon solo this winter and it was billed as Bon Iver.
But Justin was an actual act that had released multiple solo albums before Bon Iver.
Was he though? He released music yes, but during that entire stretch he was in the band DeYarmond Edison performing with them.
Again, the rules aren’t if they’ve released music, it’s if they’ve performed live, and there’s no record of JV performing live as a solo artist during that time.

The dude broke through after he got picked up by Kanye West and the release of his self titled record but he has been busy with music since he was in college. He wasn't well known before that and any recordings or proof of him playing live is hard to find because of the technology and the lack of information of that time (because everything wasn't so well catalogued like it is nowadays).
You clearly don’t know shit about Bon Iver then. He wasn’t discovered or “broke out” because of Kanye. It was the release of For Emma, Forever Ago in 2007, we’ll before his collaborations with Kanye.
Additionally, it’s not like the Internet wasn’t around in the early 2000s. We have record of all sorts of rare performances, interviews etc. from musicians pre-2000s. Occam’s Razor: if there’s no record, it didn’t happen.
