He only plays bon Iver songs for his shows, and he doesn't necessarily have a solo career. Also I don't know if he's ever even been billed as Justin Vernon and just going by setlist.fm I don't know if any of the performances would even count
Bon Iver and Big Red Machine have already been selected, by the rules (see Neil Young) I'm allowed to pick Justin Vernon solo just like Thom Yorke, Eddie Verder, Paul McCartney, Ben Gibbard and whatever front man that has already been drafted.
Vernon has played at least twice solo and has multiple solo records.

Please come up with a decent argument that, by the rules, Justin Vernon isn't allowed and none of that "uh he plays Bon Iver songs" because that isn't a goddamn rule, Paul McCartney plays Beatles songs too.

Literally all of the shows on setlist.fm are ineligible performances. Therefore he hasn't played two shows solo.

And also all of those shows mention him as Bon Iver's Justin Vernon. It just seems like he isn't separate from bon Iver. Vernon is quite literally Bon Iver
Bon Iver IS Justin Vernon. It’s effectively his outlet for his solo music. When he collaborates on other music, he has separate bands like Big Red Machine, The Shouting Matches, Volcano Choir, Gayngs et al.
It’s like claiming Puscifer and James Maynard Keenan are different. They aren’t. They’re just monikers for the release of their solo music. JMC is a member of bands Tool and APC. He releases his solo work not under his own name but as Puscifer.

Has also played a benefit concert for Haïti solo with a bunch of others in Johannesburg, which i'm not gonna include but whatever.
The first two aren’t solo shows. Read the websites. They are all collaborations. You don’t go to the People concerts in Germany and see a Justin Vernon solo show. You get to see Justin Vernon and the other 159 people collaborate together.

Justin Vernon records all the music himself and has a band on tour because he can't play every instrument at once. Bon Iver comes from the French meaning good winter, he watched a documentary and got the name from that when he had mono. During that time with mono he recorded for Emma for ever

I was just trying to say that front men often get tied with their band like that because people would probably know the band better than it's front man, no? Idk.
Justin Vernon is Bon Iver. Other examples Trent Reznor is NIN. Annie Clark is St. Vincent.

The dude broke through after he got picked up by Kanye West and the release of his self titled record but he has been busy with music since he was in college. He wasn't well known before that and any recordings or proof of him playing live is hard to find because of the technology and the lack of information of that time (because everything wasn't so well catalogued like it is nowadays).

You clearly don’t know shit about Bon Iver then. He wasn’t discovered or “broke out” because of Kanye. It was the release of For Emma, Forever Ago in 2007, we’ll before his collaborations with Kanye.
Additionally, it’s not like the Internet wasn’t around in the early 2000s. We have record of all sorts of rare performances, interviews etc. from musicians pre-2000s. Occam’s Razor: if there’s no record, it didn’t happen.

I think counting Justin Vernon’s pre BI shows as solo work is a stretch. Like, literally every musician probably has some “solo” shows they played when they were younger.
Also, I saw Justin Vernon solo this winter and it was billed as Bon Iver.

How were they released? On a label? I’m familiar with his pre-BI stuff, but I think you guys are getting esoteric.
