This is pretty close to my ideal top 3, but I'm not expecting any of those next year. I'm pretty sure Fleetwood Mac is done touring forever. Foo Fighters might still be on hiatus, and who knows what next year's schedule will look like for Gorillaz. It's so difficult to predict anything Damon Albarn is involved in these days. However, I think the other two are very likely.
Lindsey Buckingham has said that they are trying to work on a new album. I think it's very possible in the next 3 years they release a final album and final tour with them headlining Roo. A boy can dream, but I don't think it will be next year though.
I may have spoken too soon when I said that they were done touring. I knew they were working on a new album, but based on this article from January 2015, I assumed that the 2015 On With the Show tour would be their last world tour. The other day I found this post on a Fleetwood Mac fan site. Obviously, this rumor should be taken with a grain of salt, but it sounds there may be one last opportunity to book Fleetwood Mac (in 2017 or 2018).
A few random thoughts from reading the last few pages of this thread.
The Killers are totally underrated by this board. I'm not saying they will or won't headline, but they have a couple really good albums. I think they did arena pop-rock better than anyone in the mid 2000s and have their popularity with teenage girls held against them. And lets be honest this is Bonnaroo we are talking about they could totally still headline if Roo wanted to save some cash (I'm guessing they aren't getting the big bucks any more)
Neil Young is never playing Bonnaroo again STOP GETTING MY FUCKING HOPES UP
I don't exactly know how but MMJ has gotten bigger in the last 12 months. Their name recognition is up with the casual rock crowd. I think they would be 4th-5th next year but then again if they blow their budget on a really big #1 I could see them be #3. That said all signs are pointing to 2017 being an off year for MMJ. Carls solo album is coming out soon and Jim is working on a solo album that is scheduled for the Fall but I wouldn't be surprised to see it pushed to the Spring and Jim to do the solo tour next summer. If MMJ releases a new album in 2018 and it is received similar or better to the waterfall they will headline.
Paul Simon won't get the Buffalo Springfield slot he will get the Lionel/robert plant/beach boys slot
A name no one is talking about. I bet Alabama Shakes release a new album in Spring 2017 and headline and people will be pissed about it. Also they will be the annual band that everyone says Jack White will come out with and doesn't. Best of all Sang will be right in the years old argument of who would headline first VW or the Shakes

Arcade Fire- The Weekend- Phish will be headliners. Add that to the undercard list I just posted and there's most of your lineup. iamthehorn can go ahead and take that down as my entry.

There's a lot to digest in this post, but I'll go through each item separately.
1) I'm a pretty big Killers fan myself, but I wouldn't say they've ever released a truly great album (Hot Fuss is debatable). I think their first three albums each had their moments with some very memorable singles, but their output has objectively been more or less average. That being said, I don't think their music is anywhere near as bad as people here suggest, and I would agree that Inforoo underestimates their popularity/appeal.
2) Who knows if Neil Young will ever headline Bonnaroo again. With Neil in his early 70's, the clock is ticking, but he hasn't headlined since 2003, and he headlined Way Home in 2015. He's unpredictable, but until he stops touring, he's always a possibility.
3) Not sure where you're getting the idea that MMJ's popularity is on the rise, but the evidence points to the contrary. Judging by their billing positions on festival lineups and their chart performance, I think it's pretty clear that MMJ has either leveled off or even taken a step backward. In 2011, they were in the top 6 at Bonnaroo, Lolla, and ACL. Last year, they were 6th at Gov Ball and 7th at Bonnaroo. Furthermore, Circuital peaked at #5 on the Billboard 200, whereas The Waterfall didn't even crack the top 10. As much as Bonnaroo (and this board) loves MMJ, I just can't see them ever headlining.
4) Not sure what you meant by saying Paul Simon would get the Lionel/Robert Plant/Beach Boys spot, but not the Buffalo Springfield spot. All four of those acts were billed in the 4-6 range. In terms of stage placement, Lionel pre-headlined on What, Robert Plant closed the Which, and the Beach Boys played before the pre-headliner on What.
5) After touring heavily in 2015 and 2016, I highly doubt Alabama Shakes are active next year. I think it's more likely that they will take 2017 off and return in 2018. However, I do think they're on the short list of acts capable of making the jump to headliner status within the next three years.

I love to bag on the Killers as much as the next person, but Hot Fuss is a legit great album. It was a trendsetter in its day. It's just they've pumped out a decade of diminishing returns since them. They're surviving on brand recognition alone at this point.

The Killers are one of those bands that I make fun of, then sing along with when/if I happen to see them live. I haven't done this, but I would if they happen to be there.

Is it just me, or did a lot of popular/semi-popular indie rock bands put out their best material in the early-to-mid 2000's, only to follow up with diminishing returns? The Killers, The Strokes, Death Cab for Cutie, Interpol (last album was somewhat of a return to form), Bloc Party, Franz Ferdinand, etc. Heck, even The Shins' last two albums were disappointing when compared to Oh Inverted World and Chutes Too Narrow.
I mean I like the killers and they put on a good show but I've seen them twice now and it was pretty much the same setlist. I'd like a more interesting act.

Exactly how I feel. I've seen them twice in the last two years, and while they put on a great show, I've had my fill.
