Delmarva Power and Bluewater Wind said today they have reached an agreement on a long-term power purchase contract needed for Bluewater to build a wind farm off of the Delaware coast.
The deal, in negotiation for months, calls for Delmarva to purchase up to 200 megawatts of electricity from the wind farm.
That's down from the 300 megawatts that would have been required under a state-mediated contract that Delmarva objected to this spring because it called for buying too much electricity at too high a price.
Construction would begin in two to three years and Bluewater would begin delivering wind-power energy around 2012 or 2013.
Bluewater has been seeking the state's permission to build a 150-turbine wind farm 11.7 miles east of Rehoboth Beach.
Details of the contract are being released a a press conference this afternoon in Newark.
Senate Majority Leader Anthony DeLuca, Delmarva President Gary Stockbridge, and Hunter Armistead, head of Babcock & Brown's North American energy development division, are attending. Babcock & Brown owns Bluewater Wind.
Armistead said, “This really is an exciting day.”
DeLuca lauded the "agreement that they negotiated on their own."
Wind power supporter Dave Burris, a former Sussex Republican Party chairman and blogger, said ordinary people deserve a lot of the credit.
“They were average citizens that pushed this thing to where it was today,” said Burris, of the Lewes area. “It’s a great day.”
He said bloggers, particularly Tom “Tommywonk” Noyes of Wilmington, played a key role by analyzing and diseminating reams of complicated data and information.
“Prior to this point in history there really wouldn’t have been the opportunity for average citizens to find out for themselves the raw information,” Burris said. ‘There are a lot of big heroes in this sort of thing.”
Alan Muller, executive director of Green Delaware, said he was withholding comment until he heard more details.
“I think it’s very likely that this is a good idea and that we would support it,” Muller said. “There’s just been so much arguing pro and con.”
