i've never been more sure of anything in my life. thanks to "king" who led me to this answer with his logic on the meanings of cecilia (blind) and dress code (glasses). i did like your idea of the frames, still a good thought, but i'm 110% sure its bright eyes.
I didn't really think of either of those, I just took them in the direction of The Frames. who cares who solves it though, I just hope one of those two or something similar is correct because a) I'd take either band at Bonnaroo and b) I don't want to do 30+ pages again

Sheer does not mean bright, nor is bright a synonym for sheer.

In brief, Teddybears are back with a vengeance. 'Devils Music' is, according to Teddybears, the album that will conjure up people’s most sinful thoughts and force their hips to shimmy and shake. The warm up took place the day before as the tourist boat 'Paddan' was transformed into a floating stage on the canals of Gothenburg. Because of the chaos and crowd outside the Way Out West show, Teddybears held a free show at Berns Salonger in Stockholm a few weeks later for those who had missed the spectacle. Despite the heavy rainfall, the line stretched back an entire city block.

i think i might be on to something but I don't know where to take it...a shroud would cover someone's eyes which would blind them, and could also be considered sheer, maybe both the pieces of the clue work together like that
St Cecelia= Patron saint of MUSIC Sheer Music is a record label in souf Africa focusing on domestic and International club/dance/trance tracks. It's a stretch but if you reword to Sheer Cecelia (music) dress code: you get Sheer Music's dress code...trying to do this all from my phone and this is as far as I have gotten. Thinking way outside box but do we have a DJ/Lunar clue?
