Tenacious D....KG being the rocking one. IDK just the first thing I thought of when Plasticpepper said comedy act. Is it for sure 2 acts? or could this also work for the 2 in 1 part?
So I have been following the clues for a while and stumbled on this website. To go off the laughing thing. If both are laughing, they both could be comedy acts:
Flight of the Conchords and Tenacious D. - Only one of those is rockin' (D), while the other is Folkin'
Just a thought. Could be that one is comedy and the other has something unrelated to do with laughing. But for sure, it is two separate acts.

Yeah, it's just an idea. This has been a pretty involved clue. I feel pretty confident about Tenacious D, not as sure about Flight of the Conchords. Love if they came, saw them at Fox Theater in Detroit and they are hilarious live.
When he said '2 different acts', which I think he did say, could he have meant that the same artist is doing two different acts in that one is comedy, one is music?
I think Spinal Tap would be another good option for comedy group. Also I don't think they've been active for a long time but a related guess might be The Rutles. Last year I recall a clue involving them so if nothing else it evidences djjd's fondness for the monty pythons. I checked their website and they have a couple british festival bookings at the end of june but nothing else listed so they are definitely a potential answer.

I think that hint was confirming that it is two comedy acts, but we don't have both right. The Tommy leads to Cheech and Chong, and C&C are also a duo like the Smothers Brothers. So maybe it's Tenacious D for the rockin and lockin, and Cheech and Chong for the lockin.
