going on the anagram thing, "patacal" = "at CAPAL". CAPAL is The Conference on Asian Pacific American Leadership". Don't know if that helps, but it makes sense in the context of the sentence.
"You look like you're listening to every note." - Lady to me during LCD's "final" show 2023: Mar 29 - Guster Apr 6 - Postmodern Jukebox Apr 26 - Father John Misty May 14 - Taylor Swift (Philly) May 17 - Robert Plant and Alison Krauss July 12 - moe. July 16 - CAKE (Portland, ME) July 28-30 - Newport Folk (#12!) Dec 8-9 - Goosemas!
I agree that the "mixed up" probably indicates an anagram:
Vietnam Vet that does not go to Asia is AWOL The last word to me sounds like PATICOL
AWOLPATICOL - A PAL TO WILCO
Clearly, Jay Farrar is going to be at Bonnaroo this year (now the only question is will it be as Son Volt or with Ben Gibbard???) . . . need another clue . . .

The fact that DJJD has given multiple hints to every other clue, except for this one which he has given none, all but proves that this is a red herring.

by this token, it could also be billy bragg.
^^^^Ooohh . . . very good point.
With either answer, I would hope it is not a red herring
Ok, not candy but a dog treat . . . dog bone or dog biscuit - I'm thinking Disco Biscuits??? They have a song called "Awol's Blues" that closes out the album Uncivilized Area. Not sure how the Paticol/Patacol word fits though.
Side note - they also have a song "Triumph" so maybe the comic dog WILL be there after all...
