Kent is a great band. Dungen was effing sweet in '06, and since they barely touched the US after releasing Tio Bitar (if they even came at all), I would love to see them back.

And Sigur Ros would definitely be a good fit.
Dungen MUST come back and either get a midnight Thursday show, or a late night tent set... I'd cry, probably.
I agree with the bands I recognize. I've seen Cafe Tacvba before and they are incredible... however, I think my favorite would be Los Amigos Invisibles. Seriously, give them a listen. They would be PERFECT at an afternoon stage. Just perfect. I've seen them before and the live show is incredible.

Manu Chao was amazing. I'll take him again any day. I'd also be in favor of return engagements for Seu Jorge and Amadou and Miriam. Angelique Kidjo would be a nice add (she sings in about 8 languages, including English). And while we're at it, I'd like to see Zap Mama, Youssou N'Dour, Jorge Ben, Gilberto Gil, and Sergio Mendes (who sings in Portugese, but probably speaks better Engish than I do).
