Tool's whole show is their light and video show, the band just plays in the shadows and Maynard stands in the back of the stage rarely evr coming to the front of the stage

I also think that since NIN often consists of a different band on each tour, it makes it harder to compare the two, since NIN can be so vastly different on each different tour. They're obviously both great shows though, no questioning that.
Tool is bigger than NIN? I always thought that NIN was more popular. Especially since With Teeth came out and gave NIN a more mainstream sound. Anyway, NIN would be a GREAT addition to bonnaroo. There are some heavier bands on the circuit (Tool, Clutch, etc.) and it could definitly add a great deal to a festival filled with jam bands.
Edit: I saw Tool live a few months ago. They played 46&2, Sober, Lateralus, Aenima, and a great deal of stuff from their new album. It was a great show with stunning visuals. No H. however. I would think that Tool will def. play Aenima and probably the others that I listed. An Aenima (album) dominating performance would be amazing though.
