I do think Rezzmau5 would be a really fun and attractive Thursday headliner that would get considerable attention. Giving some extra dough for both to play additional shows later in the weekend is just an easy bonus.
Kacey could definitely headline, but I see her more closing the Which (945-11) before Tame/ headliner or Pre-headline What , like The Chicks in 2020.
Rufus has already headlined a major north american festival and they are not likely to take anything lower than that at this point. Sabrina has completely sold out her arena tour already and resale is almost as insane as the Olivia Rodrigo tour. i just think youre setting yourself up for disappointment if you dont think either of them could headline
I would agree that all 3 would almost certainly headline.
I’ll even go on record predicting that Rufus & Kacey are 2 of Roo’s 2025 headliners. Rufus fits perfectly into the electronic portion of the “formula”, and there aren't money electronic acts left in that tier to headline.
You could argue that Kacey’s two post Golden Hour albums haven’t propelled her to the HL level yet, but given the current booking environment leading to worse lineups and how well she fits with Roo’s demo I think she makes a lot of sense as a 2025 headliner.

Power just came back on 30mins ago, so that's about 40hrs without. Which isn't the worst it's been. Besides the power, just some minor damage from trees so I consider myself lucky. My son ofc hated it... he's jumping around now lol 😆

Just read an interesting article about how there's so many festivals these days, that it gets a lot more difficult to really book a headliner. Availability is scarce, and a lot of these headliner worthy bands are doing non-festival tours.
The article is in a different language so no point in sharing (ask for link if you want it anyway), but they say that many festivals (at least overseas) are trying to create/breed their own "headliners" by booking them over and over again and scheduling them on the bigger stages and later in the day. Creating a certain story/relationship with that festival.
Rock Werchter is an example they used since they booked Nothing But Thieves (4x in the last 6 editions), Yungblud (3x in the last 5 editions) and IDLES which they are estimating to headline this festival soon.
None of these are headliners in my mind, but it's interesting to read about it. Kinda makes sense to breed headliner worthy bands for specific festivals if there's a lack of available bands to book.

I don't necessarily disagree but this was the prevalent though before the pandemic threw everything off going all the back to like 2016.

There is a lineup to be had here that would sell out the place. It wouldn't be sustainable beyond one year, see lockn. But replace the Sunday Widespread with Phish, a couple of good names on the Other, a pop name that blows up like Chappel Roan or Noah Kahan did the past couple of years, and an undercard that had like 3 more bluegrass or funk bands and this gets 80K.
