Patikul is a municipality in the Sulu Province of the Republic of the Philippines. Both it and Vietnam are in SE Asia, which is the only connection I can see.
Patacal = PATACAL INDIANS. The Patacal (Patcal, Pasteal-misreading of Patcal) Indians appear to have ranged over northeastern Coahuila and perhaps the adjoining part of Texas in the late seventeenth and early eighteenth centuries. In 1727 it was recorded that Patacal Indians had been at San Juan Bautista Mission near the site of present-day Guerrero in northeastern Coahuila but had withdrawn and moved southward. They were probably Coahuiltecan in speech.
I think this is a correct hearing. There was a misconception Native Americans were exempt from military service.

So what if the letter clues represent comedy performers as opposed to musical acts? I don't know how to relate either clue to a specific performer but since it's a new level of trickiness the letters could suggest the performer's name....like z=zach galifianikis or something like that. D offers much more flexibility but if we can lock down this format by solving for Z then we would at least know whether to pursue the notion further.
or if you should have been a Vietnam veteran but you ran away and thus never went to Asia you would be absent without leave or AWOL. AWOL could mean THE WALL. Also, you could be AWOL from Vietnam if you were listening to "Money" (patical=capital=money?) from Pink Floyd which was released during the Vietnam War. Also, if you google "The Wall" the first result is the Vietnam veterans memorial wall and then "the wall" by pink floyd.
sorry for suggesting floyd when we don't even know the whole clue really yet but i think this is not a bad guess

vietnam veteran without going to asia makes me think of Cassius Clay, then turned MuHammad Ali because he protested the war and went to jail for it... not sure why thats what I thought of but it was the first thing that popped in my head somehow
The third one down is a song by Dan Zanes called Boonaro.. I'm sure this has nothing to do with the clue but I had to share this. Plus the song is kinda awesome.
The more I think about it, the more I like the Stevie Wonder angle. DJJD tweeted that he liked the clue "solving" going on - "I mean, really", followed up by saying #5 has good guesses but is not right.
He has been strongly rumoured for 'Roo (as has Prince - try as I might I can't make that work to any clue)....

There was a very large and influential anti-war (Vietnam War specifically) movement active and vocal in the late 1960's. Authors, actors, musicians and other people in the public spotlight each used their individual talents to oppose the war.
Particularly vocal musicians included The Beatles, Bob Dylan, Jimi Hendrix, The Doors, Joan Baez, Jefferson Airplane and a plethora of others. Jimi Hendrix and The Doors both had anti-war songs banned in the USA. The movies of the original Woodstock and Monterey music festivals are dripping with anti-war sentiments.
And also for what its worth:
The three southeastern Asian countries that were not allied with America during the Vietnam war were Indonesia, Malaysia, and Singapore. And the two countires that were allied with American during the war were: Thiland and the Philipenese.
also going off of the patacal indians part of the rumor they were widley associated with Texas when I googled them, so maybe we are beign pointed towards that area of the country?

I get how "like a Vietnam veteran without going to Asia" could fit for Stevie Wonder based on the song enabler mentioned, but I find it very hard to believe the clue boils down to a blind joke. I doubt that's the answer.

Ok just throwing this out there- probably way off track but something I noticed. When I listened to the clue I thought it sounded more like Pat Tical.
This led me to Method Man's Tical albums and here are the following things that popped in my head:
-Method Man has a lot of "mixed" tapes -Streetlife (Patrick Charles) was featured on Tical, Wu Tang tracks including many tracks on their album about to be released in Feb which is a mix of old and new tracks, and he was featured on Method Man/Redman's latest album Blackout 2 released in mid '09 -Method Man and Redman just played at a fest in October -Vietnam vet without going to Asia? I dunno I suppose street life could be much like war? I know most of these are a reach just thinking out loud -The song Play IV Keeps on Tical featured streetlife and Mobb Deep (Sometimes called Mobb "D" for short) and inspectah deck - a couple lyrics from this song include Doin this for too long, to not come strong You're only a pawn of Viet Dong... Chorus One Stand strong on our two feet, we all ready for a war here...
Welp that is just where my mind wandered today- probably coincidences and far fetched but thought I should share:)
