Strangely, it seems that Smokin Dave in Smokin Dave and the Primo Dopes IS Todd Steed. Dave Nichols is also in the band (I think...), but he is not the Dave it is named after. Smokin Dave is like an alternate identity Todd Steed uses...
I still think we need to know who SDandthePD opened for once in Knoxville. I feel like this would solve the first anagram, which DJJD said would lead to the answer.

Todd Steed And The Suns Of Phere – Todd Steed is a local legend who used to play in a band called Smokin’ Dave and The Primo Dopes. He used to work at a cool used music store when I started college. I still see him around sometimes. His songs on this compilation come from the album, “Knoxville Tells.” The album is part mash note, part diary, and part diatribe about life in our scruffy little city, Knoxville, TN.
Just thought I would put any info I find here so people that are better "sleuths" than I can have some help.

Hmm... that REM link is interesting. None of the other clues point to REM tho, do they?
And ratm, knoxville because i think the first anagram translates to "smokin dave and the primo dopes opened for these guys once in sphere ville." having the last two words pretty easily translatable to sphere and ville was supposed to help us out, but no one thought of the Sunsphere in Knoxville until now (even though it was featured on the Simpsons).
anyway, put it all together and the clue translates to "smokin dave and the primo dopes opened for these guys once in knoxville."

I saw them in March of 95 in Pittsburgh, and it was also Rusted Root.
But I think maybe there were two opening bands, it has been so long though. All we need is someone who went to that show. If it was smokin dave opening. Well Maybe plant and page with Robert Plants backing band?
EDIT!!!!! Talked to a friend he said that sounded right but he has eaten a lot of corn since then. This seems like a good answer, and it fits all the clue variables so far. So it is my official submission to DjjD

Yeah, I totally missed the post where you mentioned it, maxwell, but you might have been way ahead of us all! And it sort of fits with JD's comment about going the other direction from Todd Steed. Or at least, it makes sense in my head. REM and Page/Plant both sound like possibilities if wolfmanjess is right about Smokin' Dave opening for them too.

The listen closely/bright ears clues could be related to Murmur.

Back in the 1980s Steed earned some national attention and some gigs with REM and The Replacements while playing with Smokin' Dave and the Premo Dopes. Over time the band split up, Steed traveled the globe and found himself employed by the University of Tennessee.

So they could possibly do Sunday, but they would have to go well out of their way. Also, I think they're unlikely, as they are headlining Sasquatch, and also played Langerado.

i'd almost rather see Jack. rem is the shit, but they are at other fests and not really "big news" anymore, and couldnt hold a candle to the allman's spot

Even if it were a Sunday headlining slot, REM is back in Philly on the 6/18. Even tho this definitely seems like the solution to the first anagram, I just don't see it being REM. Logistically, it doesn't make sense.
Also, I agree that this would be anticlimactic. I for one was hoping for something more exciting than REM.
