He said, "You could roll up a joint right here and I'll tell you to smoke it. We're looking for meth-heads; they get mean." I have a feeling not all cops are that open to watching you roll up some weed, though.

As a former police officer, I can tell you for the most part it is "don't ask don't tell". Most cops could care less about a little weed. Just don't aasume you can light one up in front of a cop. Meth heads are a huge problem.
