I mean it wouldn't make you feel as bad for leaving him out of one if he was in a couple others. This of All-Time mess is too hard. My list has already changed a dozen times in my head, but Imma just leave it alone.
Top ten based on songwriting or musical skill? The "most skilled" musicians aren't necessarily my favorite and to that same account there are weaker musicians who are my favorite songwriters. Can't conjure up an answer just yet.

Ah - your edit was after my post. I went with influential, high skill level, and put out stuff I really dig. Personal preference would probably change my top ten - though it would still include Prince, Miles and Coltrane for sure.
These are the rock-ish musicians I admire most for their technical skill...not influence, or contribution, or anything else...just people who make my jaw drop when I think about how difficult what they do is:
Michael Hedges Les Claypool Neal Peart Chris Cornell Frank Zappa Stevie Wonder Chet Atkins Ann Wilson Joan Jett (in the best vocal/multi-instrumental category) Elvis
We definitely need some Ministry on the farm. I caught them on their "farewell" tour a couple years ago. The only word I can think to describe their performance is relentless. Meshuggah opened, it was a brutal and devastating and frightening evening of music.
Skinny Puppy, absofuckinlutely... Ministry nowadays... I don't know, everything I've seen and heard of their latest tours has seemed awful, plus they only play 2 or 3 songs tops from anything pre-Dark Side Of The Spoon.
I'd check it out, but I wouldn't expect much from it. That said, I do love some Twitch/Land Of Rape And Honey era Ministry.

Its true Jourgenson rarely plays old stuff. IIRC we got a Thieves and So What at the show I went to, the rest was all stuff from the George W Bush trilogy of albums. It was still a crazy ass experience, and I would be totally fine with a show just like that on the farm.
I just checked on setlist.fm, and they are playing a few more older songs now... like 5 out of 14, I suppose that's better, and they're good songs. But I just can't stand their stuff once they turned into a straight up metal band, so sitting through the entire main set would be difficult for me, but it might end up being worth it.
Skinny Puppy still unarguably brings it, even if you don't really like the newer stuff... on 2009/2010's In Solvent Sea tour, of the 15 or so songs they would play, only 3 were released after The Process. One of the best concerts I've ever attended, too.
But I digress, I've helped this thing get off track enough... sorry.
