I'm pretty sure that we knew the lineup was going to be released that night of the 7th or whatever day it was at least a week or so prior.
And Jack White was announced by several sources 4 days before they released the rest of the lineup. Pretty sure it was about then when they told us the lineup would be released starting at whatever time on a a couple of days later. No guarantee that they do anything the same every year.

We got 2 days notice that Jack White was a headliner, then another 4 days until they started dropping names and yes y'all are right we got some notice prior. So maybe we will get a Sunday announcement??

Is there any validity in the notion that the city of GS has a vote/say in which bands play the festival?

Why haven't there been any African American hip hop acts over the years of this fest? Is the city of Gulf Shores scared of something if they actually booked a black hip hop act instead of white rap acts such as Matisyahu, Yelawolf, Mac Miller, or even Slightly Stoopid? The organizers clearly want hip hop filling in some time slots down there, so why all white acts so far and not any of the folks who, you know, created the genre??

The Roots played in 2010, so that's not completely true. And didn't Kid Cudi fall through at the last minute? The better question is asking why they suck at booking hip hop. I'm thinking that both Big Boi and Kendrick Lamar are strong possibilities for this year's lineup, though, so that might not be relevant after the lineup drops.

I'm sorry fellas. I feel like an asshat. I thought it was a legit question until you filled me in on that first hangout.
That being said, it has been 3 years since Gulf Shores has seen a black hip hop artist. I'm not trying to insinuate anything. I'm just honestly curious.
In regards to as to whether Gulf Shores has any say in what bands get booked, the answer is no. IIRC, on pain in the butt councilman did propose that the list of bands should be approved by said council, but Zislin straight up said no.
Sometimes it takes a millionaire local business owner to stand up to idiot local politicians.

I definitely thought of Cee-Lo. Hell, I went to go see him until the Foos showed for the first hour of his set to play cover songs. Then I remembered that he sits next to Adam Levine on The Voice. Hip Hop cred went straight out the door with that move.
They also had Cee-Lo Green in 2011.... (he was late and only got to do a few songs, i believe)
Which led to one of the finest moments of the fest that year, when Foo Fighters came out to play a mini set of just covers in lieu of Cee-Lo. This was before I realized Dave Grohl was the ultimate badass of contemporary rock n roll. That performance and the regular performance of the Foo Fighters were the surprise peak live music experiences of my year.

The Roots were added a couple weeks before the festival, I think.
I've been consistently disappointed with the lack of hip hop at Hangout, but I don't think they ever made a conscious decision to avoid black artists. That's just an unfortunate coincidence. Yelawolf made sense last year because he was playing a ton of festivals and he's from Alabama. Whoever books Mac Miller was pretty aggressive last year, because he ended up at Roo, too. And Matisyahu and Slightly Stoopid are popular on the jam festival circuit, so I wouldn't even consider those hip hop bookings.
Gary Clark Jr, Dirty Dozen Brass Band, Blind Boys of Alabama, John Legend, Julian Marley, and Mavis Staples have all performed at Hangout, among others.

That's why I wasn't ever contemplating any kind of racism with that question, because of how many black musicians have played this fest over the years. It's more than likely just a case of coincidence, like you said, ProblemDog.
