Until somebody else mentions somebody that I totally forgot. Also, is this limited to just bands or all acts? Are we including rap acts? If so, gotta consider sneaking Outkast, Hov, and/or Yeezy in there.

Also, are we talking just studio releases or are we including their ability as a live band as well? If it's JUST their studio work, I'm afraid to say that Jacket may not make the cut. Their real glory is found live, not in their studio work.

I think this should be a Top 10.
Top 5 is wayyy too hard. Everyone has several artists they feel bad leaving off.
I guess I'll start thinking about this anyways.
EDIT:
I don't see Outkast making the Top 5 of this time period. They released Stankonia, which is certainly one of the best hip-hop albums of this era, but what else? S/TLB was inconsistent, and Idlewild has been mostly-forgotten. Then they disappeared.
Now, 1996-2000? or '96-'03? In that case Outkast is a Top 3 act, and strong contender for #1.
