Could the first part be pointing us to a gun, it could be considered a veteran because of their use in wars and could be a symbol for law enforcement(Magistrate), and a characteristic of sorts of both would be a gun.

What about Erlend Øye/Kings of Convenience? could be considered a veteran for vocals on Royksopp and one of his band's "Whitest Boy Alive", and he is quite the character if you've ever seen him in videos... Magistrate could refer to the KoC album "Decleration of Dependence" or just their band name in general... Can't really tie down the last part, though.

At the age of of 73 and playing for over 50 years he would be considered a "veteran" of the music industry.
Dick* is a slang term for detective(magistrate).
a character of sorts could be referring to his heritage, he is of Lebanese, Polish and Russian descent.
If your the king of surf guitar, your throne maybe a surfboard which you wouldn't give up or you would no longer be considered a surfer and would be stuck in the water.
The "surf" is the waves of the sea as they break upon the shore, which crabs use to hide (fort) from predators.
What happens if my tee shot lands on a bird's back and he carries it out of bounds but then is attacked by a larger bird who grabs the ball and drops it in the hole? Is that still a hole in one? 'Cause that's how I'm gonna play it.

Kanye is a character (South Park episode, his personality in general)
Going with the king/magistrate reference - hip-hop artists, including Kanye are always referencing "ruling the rap game".
The veteran could refer to Jay-Z while a magistrate/character of sorts would point to Kanye.

Can't make it fit except for "crier" might be fitting for the first half of the clue; A veteran may cry over his war experience, a magistrate can be a "town crier," and one might have a crier sort of character. "Peter" as in "St. Peter" comes from the Latin for rock, upon which Jesus built his kingdom, impossible to abdicate. And, I guess a crab could make a fort from a rock?
